How can I delete an archived owner?

You can't delete an archived owner. If you need to go back and look at an archived owner or edit any information to do with that archived owner you will have to unarchive it first. To unarchive an owner go to the owners page and at the top of the page filter the list to show archived owners. Once you find the owner you want to unarchive you click on the unarchive icon out to the right. Once you have unarchived an owner you can go back to the owners page and edit any information to do with that owner. This usually needs to be done when an email of an archived owner needs to be used on a new owner account.
